I plan to have it work based on the % increase in GearScore.
For Example: if Jack Has a GearScore of 2000 and Jill has a GearScore of 3000.
An Item Drops that would increase both of their scores by 20 if they equipped it.
In this Case Jack would see a boost of 1.00%, and Jill would see a boost of 0.67%
In this Case Jack would see a boost of 1.00%, and Jill would see a boost of 0.67%
So its a better upgrade for Jack!
Another Example: Jack Has a GearScore of 2000 and Jill has a GearScore of 3000. but an Item drops that would improve Jack's Score by 25 and because Jill is wearing a crappier version of that item so it would improve her score by 40!
Well Jack would see a boost of: 1.25% and Jill would see an increase of 1.33%.
So its a better upgrade for Jill!
I like this method because if I just used Raw scores gained then many players would have a tie if they all had the same teir of gear equipped for that slot.
